Every channel closed in one command, and reopened as it was.

• >lockdown: Which roles a lock applies to, and which channels `lock all` covers
• >lock: Stop a channel’s members talking: this one, a named one, or every lockdown channel
• >unlock: Let a locked channel talk again, as it was before the lock
